Juan D. Rogers,1996年弗吉尼亚理工大学科技研究专业博士毕业,现佐治亚理工学院公共政策系副教授,12BET兼职教授,美国评估学会研发项目委员会副主席。Juan D. Rogers教授研究领域包括R&D进展建模,人类科技资本框架下的R&D影响评估,技术转化,R&D政策与评估,信息技术发展过程中社会与技术因素的交互,信息技术政策等。Juan D. Rogers教授在R&D政策评估等领域具有一定的国际影响力,曾在国际知名期刊杂志上发表论文20余篇,参与编写出版物4部,并在50多个国际会议上发表演讲。此外,Juan D. Rogers教授还主持或参与了包括美国、欧洲、阿根廷、智利等国家在内的国家级项目10余个。
内容简介:
Even though it has been known for a long time that some important bibliometric measures, such publication and citation frequency, have distributions that are often characterized as "heavy tailed" and analyzed as power laws, their proper estimation and the consequences of it for use in evaluation is a matter of discussion. In this presentation, we will show some of the estimation issues and then discuss the consequences for evaluation showing that some of the most common normative assumptions are not very useful under these conditions.
