Dr. Juan Rogers is Professor of Public Policy and Director of the Research Value Mapping Program at the School of Public Policy, Georgia Institute of Technology. His current research interests include modeling the R&D process, assessment of R&D impacts, especially in the formation of scientific and technical human capital, technology transfer, R&D policy and evaluation, the interaction of social and technical factors in the development of information technology, contextual factors of scientific and technical creativity, and information technology policy. He teaches courses on the logic of policy inquiry, qualitative and quantitative methods, information management and policy, science and technology policy, and bureaucracy and policy implementation.
内容简介:
The lecture will address the question of how the design and implementation of public policy instruments in science and technology policy can affect the outcomes of the policies they are a part of. The lecture is based on analyses carried out in two areas: one in public expenditure reviews of science, technology and innovation policy in developing countries and the other in the management of public-private partnerships in transportation projects in the United States. In both cases, the details of public management are shown to have effect on the results of the projects so the adoption of certain best practices could enhance the chance of reaching policy objectives. The public expenditure review methodology is an original analysis tool for the assessment of policy instruments. The public-private partnership case is based on a survey of managers in both the public and private sectors participating in such partnerships.
