Mika Shimizu is Assistant Professor, Disaster Prevention Research Institute Kyoto University. Prior to the current position, she served as a policy researcher at East-West Center (Washington DC/Hawaii), the Nomura Research Institute, America and the JapaneseEmbassy in United States. She holds an MA from American University and a Ph.D. inInternational Public Policy from Osaka University. She gives lectures at SophiaUniversity and Keio University. She has been extensively involved in policy researchprojects related to natural disasters.

This risk multiplying challenge is dramatically changing in scope, severity and impact as a result of recent, ongoing and increasing levels of synergetic and cascading disaster risks driven by the interactions of Globalization, Urbanization and Climate Vulnerability. Although the risk multiplying nature of the preceding has been recognized little analysis of cascading disaster risks has been done in terms of how risks are interrelated and interlinked with the broader issues of public policy and resilience. The Tohoku Disaster in 2011 is relevant to the resulting of cascading disaster risks and poses tremendous policy issues after the Disaster. The presentation provides the analytical views of emerging cascading disaster risks and key perspectives of how those risks are interlinked with public policy and resilience with case studies.
