Dr Paul Burke, a Research Fellow at the Australian National University, works on the economics of energy, transport, the environment, and developing countries. He has published in leading journals including Nature Climate Change and the American Economic Journal: Macroeconomics. His ongoing work includes examining the factors affecting household energy choices, the economics of road safety, measures of sustainability, and China’s energy system. Paul was formerly an economist with Mekong Economics Ltd conducting research and project management for the World Bank and other aid donors. Paul is a frequent contributor to the Australian policy debate on economic approaches to environmental challenges and is highly regarded for getting to the heart of the key economic and public policy issues that matter to policymakers.

This study utilizes data for 144 countries from 1991-2010 to present the first international estimates of the gasoline price elasticity of road fatalities. We instrument the gasoline price with country oil reserves and yearly international crude oil prices to address potential endogeneity concerns. Our findings suggest that the average reduction in road fatalities resulting from a 10% increase in the gasoline pump price is in the order of 3-6%. The large fuel subsidies that are maintained in some countries substantially increase their road death tolls.
