    Philip Paul Shapira博士现任英国曼彻斯特大学商学院教授、技术和创新政策研究中心主任,兼任美国佐治亚理工学院公共政策系教授。其主要研究方向是创新管理和创新政策、科技政策、经济和区域发展、产业竞争力、技术轨迹和评估。Philip Shapira教授先后在美国国会等多个国际领先机构任职,是多个国际期刊主编或编委会成员,主持和参与科研项目50余项,其中多项研究成果获美国国家级奖励,参与出版著作50本,发表学术论文200余篇,是创新管理与创新政策领域的权威人物。
内容简介:
    The presentation considers the emergence of distributed forms of technology assessment. Focusing on the US case, with other international examples, there is consideration of the rise and fall of formalized technology assessment in the USA. This draws on the experience of the Congressional Office of Technology Assessment from the 1970s through to the 1990s. More recently, the US has seen the re-emergence of new approaches to technology assessment. The example of the Center for Nanotechnology in Society in the 2000s through to the present is discussed, including the approach of Real-Time Technology Assessment. Comparisons and contrasts are offered of the conventional and new distributed approaches, with a review of the strengths and weaknesses of each and consideration of the broader insights arising from these cases.
