Introduction:

Environmental federalism comes from federalism. Federalism is defined as a "pyramid" type of government system, at the top the central government, the lower end the semi-autonomous local government. Its core feature is decentralization. Chinese environmental federalism is embedded in Chinese decentralization system, which is a beneficial supplement and perfection to the classical environmental federalism theory. In fact, the official involvement of the Chinese government in the field of environmental protection is nearly 40 years, and for a long time since then, environmental decentralization has had an important impact on China's energy and environment. In recent years, we have carried out a series of studies on the theme of environmental decentralization. Taking our team's recent paper published in Energy Economicsas an example, this paper describes the impact of environmental decentralization and environmental regulation on GTFEE. A spatial measurement model and a dynamic threshold panel model are used to test the spatial spillover and nonlinear effects of different environmental decentralization systems and environmental regulation on GTFEE. The results show that there is a significant "U" relationship" between environmental regulation and Chinese GTFEE. With the further expansion of environmental decentralization, the autonomy of local governments to pollution control is improved. And the negative influence of environmental regulation on GTFEE will increase with the promotion of environmental decentralization, environmental supervision and environmental monitoring decentralization, and weaken with the promotion of environmental administrative decentralization.

Speaker Profile:

Hao Yu, male, born in February 1983, from Huangshi, Hubei. Bachelor of Physics and Economics, Wuhan University (2005), Master of Economics, Beijing Normal University (2008), Doctor of Economics, Hamburg University, Germany (2012). He is now a professor, doctoral supervisor and director of the Department of Applied Economics, School of Management and Economics, Beijing Institute of Technology. He teaches advanced macroeconomics, management economics, applied statistics, macroeconomics (bilingual) and so on.At present, the main research directions are macroeconomic, energy economy, environmental policy, He has published more than 100 academic papers in Environment and Development Economics, Journal of Environmental Management, Energy Policy, Applied Energy, Chinese soft science and other famous academic journals , Of these ,81 papers were in SCI/SSCI as the first author/corresponding author.
