If you just simply relocate some industries and enterprises, environmental problems can not be solved fundamentally. In the long run, Beijing, Tianjin and Hebei top-level design should be a all-round cooperation, not just an economic and political concept.
Professor Wei Yiming, Dean of the School of Management and Economics, Beijing Institute of Technology, told reporters that for a long time, "fragmented" issue is the biggest system problem. He pointed out that under the current development situation, the region can no longer focus only on its own GDP.
For example, in the "Twelfth Five Year Plan", the state set an energy intensity and carbon intensity reduction target of of 16% and 17%, respectively. To achieve this goal, provinces or municipalities are required to complete certain energy saving tasks.
"Beijing and Hebei need to decrease energy intensity by 17%, and Tianjin 18%. In order to achieve this goal, Beijing, Tianjin and Hebei integration is an effective solution." Wei Yiming said.
