How to build a new national innovation system in the new stage of development?

First, to have a new understanding of the old problem;

Second, to clarify the new mission and the new connotation;

Third, to apply new ideas and new paradigms;

Fourth, to use new strategies to open up new paths;

Fifth, to hold up the "bull's nose" and comprehensively improve the efficiency of the national innovation system;

Sixth, to improve and consolidate the cultural foundation of the new national innovation system.

The Outline of the 14th Five-Year Plan proposes that we should adhere to the core position of innovation in China's overall modernization drive, and take self-reliance and self-improvement in science and technology as the strategic support for national development.In the face of major challenges and new historical opportunities in the global innovation landscape, the major challenges and innovative development in the post-epidemic era, we must fully realize the great and urgent strategic significance of comprehensively improving the efficiency of the national innovation system to accelerating the building of a strong country in science and technology. Its core starting point is a new national innovation system with Chinese characteristics, led by national strategic scientific and technological forces. We will give full play to the advantages of the new national system, emphasize the dominant position of enterprises in innovation, encourage and support leading scientific and technological enterprises to play a leading role in scientific and technological innovation, promote integrated innovation with technological innovation as the core, accelerate the realization of a high level of self-reliance and self-reliance in science and technology, and then comprehensively shape the new development advantages, build a new pattern of high-quality development.
